Tourism Bureau eases regulations in response to grade-2 alert from July 27

Introduce

According to the Executive Yuan’s meeting against COVID-19 on July 23, considering that the outbreak is under control in Taiwan, from July 27 on, grade-2 alert will be in place, instead of grade-3 alert. The business venues which qualify for reopening will be accessible to the public again. The Tourism Bureau, MOTC will also provide guidance to the staff members and visitors of national scenic areas, amusement parks, travel agencies, and hotels and B&Bs, based on the general guidelines on lifting bans and lowering alert grades by the Central Epidemic Command Center. To ensure good health for all, the key measures against COVID-19 are as follows:

National scenic areas
1. Eased measures
(1) Enclosed sites: The scenic areas and visitor centers with single entrances/exits may reopen. Visitor capacity will rise to 50% from 40%, and these sites may remain open until their regular closing time.
(2) Non-enclosed sites: Visitors may do leisure activities by the sea and on the beach, including using water vehicles, provided they wear masks throughout the activities. If they refrain from gathering in groups, keep a social distance, and ideally perform activities alone, they may do scuba diving and surfing. Still, they should wear masks before and after the activities. Also, according to the CECC’s latest announcements, in open, outdoor spaces, people may eat or drink if they keep a social distance.
(3) Parking lots: The capacity will be lifted to 50% from 40%. A certain number of vehicles will be allowed entrance within a single time period.
(4) Camping sites in national scenic areas: Visitors should leave their real names and IDs, have their body temperature measured, and wear surgical masks at all times. Any gathering over 100 people outdoors or 50 indoors is prohibited.
 
2. Continued measures
(1) Enclosed sites: Visitors should leave their real names and IDs, wear surgical masks, and have their body temperature measured. They should not eat or drink on the go, nor should they smoke. They must also keep a social distance. The sites should be sanitized regularly and people may need to take turns visiting these places.
(2) Non-enclosed sites: Visitors are required to keep a social distance and wear surgical masks. Visitor control will be in place to keep them from gathering in groups. Depending on the circumstances, visitors may be required to take turns entering the sites. The access to the sites might be restricted or canceled, too.
(3) If the local governments hold different opinions, they may apply different regulations as appropriate.
 
Amusement parks
1. Eased measures
(1) Visitor control: The parks’ visitor capacity will rise to 50% from 40%. No reservations are required but visitors should keep a social distance. The parks may remain open until their regular closing time.
(2) Site management: Checkerboard seating arrangement should be applied in indoor auditoriums and exhibition spaces. At outdoor performing places, visitors should keep a social distance and stay in designated areas only. All relevant arrangements should be made according to the Ministry of Culture’s announcements. Waterfront leisure facilities should be closed if it is not possible to wear masks while using these facilities. If it is possible, such facilities may be allowed access, with a user capacity of 50%. All these should be done according to the CECC’s rules. No reservations are required but visitors should keep a social distance when lining up.
(3) Fighting against COVID-19 while dining: In principle, visitors may eat and drink at dining spaces again, based on the Food and Drug Administration’s and local governments’ rules. Also, according to the CECC’s latest announcements, in open, outdoor spaces, visitors may eat and drink outdoors if they keep a social distance.
 
2. Continued measures
(1) Visitor control: Single entrances/exits are required. Visitors must leave their real names & IDs, wear surgical masks throughout their visits, and have their body temperature measured. They should keep a social distance, too.
(2) Staff health management: Make staff lists and monitor their health. The staff members are required to wear surgical masks at work. The staff members are encouraged to install the Taiwan Social Distancing APP.
(3) Site management: No eating-on-the-go or smoking is not allowed. All facilities must be sanitized right after use.
(4) Environment sterilization: At least 6 times a day on weekdays and 8 times a day on weekends and holidays.

Travel agencies
1. Eased measures
The maximum number of tourists per group will rise to 50 from 9. All other arrangements must be made according to the CECC’s rules for gatherings and activities.

2. Continued measures
(1) Checkerboard seating arrangement should be applied to transport (maximum 20 passengers for a large bus). No dining on the buses. The staff members on the bus may use a microphone, which must be sanitized afterwards.
(2) The itineraries should be made according to grade-2 alert guidelines and local governments’ rules.
 
Hotels and B&Bs
1. Eased measures
In principle, visitors may eat or drink at indoor dining spaces again, based on the Food and Drug Administration’s and local governments’ rules.

2. Continued measures
The business owners should ask visitors to leave their real names and IDs and have their body temperature measured. They should also provide alcohol-based sanitizers and sterilize their business venues.
 
The Central Epidemic Command Center has announced that, from July 27 to August 9, grade-2 alert will be in place. The Tourism Bureau, MOTC asks tourist businesses and national scenic area administrations to carry out measures against COVID-19, and only gradually ease such measures when the disease is under control and people’s quality of life is ensured. We need everyone to take part in fighting against COVID-19. Please keep working with the government and wear surgical masks, wash hands often, and keep a social distance at all times. Only in this way can we stop COVID-19 from spreading and make sure everyone is healthy and safe.
